NHAI Issues Strict Guidelines for Installation of Metal Beam Crash Barriers

The National Highways Authority of India (NHAI) has issued Policy Circular No. 10.2.40/2024 to address irregularities in the installation and approval of Metal Beam Crash Barriers (MBCB) on national highways. It introduces stringent measures to ensure compliance with technical standards and safety protocols.

The guidelines follow reports of discrepancies at project sites, where contractors and concessionaires failed to adhere to approved specifications and manufacturer-recommended installation methods. The violations were flagged as a serious concern by NHAI.

The circular outlines the following mandatory steps for MBCB installation in ongoing and future projects:

  • Approval of Specifications: Authorized Engineers/Independent Engineers (AE/IE) must verify that all technical specifications, including thickness, material grade, post spacing, bolts, and embossing, comply with crash test design standards before granting approval.
  • Material Compliance: Concessionaires/Contractors must ensure that materials supplied and installed match the crash test specifications. AE/IE must obtain documented proof of compliance before accepting the installation.
  • Manufacturer Identification: MBCB manufacturers must emboss brand names, logos, lot/batch numbers, steel grades, and other details on every component. A QR code must also be provided for easy access to the Standard Operating Procedures (SOPs) and installation methodologies.
  • Ground Compaction Verification: The ground or bottom layer where MBCBs are installed must be properly compacted. AE/IE must verify and maintain records of compaction data sheets.
  • Manufacturer Certification: Concessionaires/Contractors must obtain and submit a certification from the manufacturer confirming that the installed MBCB system meets prescribed standards.
  • Prohibition of Welding: Welding is strictly prohibited under any circumstances to maintain structural integrity.
  • Quality Checks by NHAI Field Officers: NHAI field officers will conduct quality checks as per Policy Circular No. 1.7.2.8/2024 issued on August 21, 2024.
  • Safety Audits: Road Safety Auditors will evaluate MBCB technical parameters during pre-opening stage audits and throughout the operations and maintenance (O&M) period.

The new policy aligns with Indian Road Congress (IRC) guidelines outlined in IRC: 119-2015 and Ministry of Road Transport and Highways (MoRTH) circulars for traffic safety barriers. These guidelines aim to ensure the durability, safety, and quality of MBCBs, crucial for minimizing highway accidents.

The updated measures aim to enforce accountability across stakeholders, including contractors, engineers, and manufacturers, ensuring adherence to high safety standards. With the mandatory embossing, QR codes, and detailed quality verification, the guidelines seek to enhance transparency and traceability in MBCB installation processes.
