The Ministry of Road Transport and Highways (MoRTH), vide Office Memorandum bearing reference no. NH-11011/15/2023-LA (CN.220108) dated June 12, 2026 (the “Circular”) has issued further directions regarding the processing of pending applications for Access Permissions and Right of Way (RoW) permissions through the Rajmarg Pravesh Portal. The directions have been adopted for implementation by the National Highways Authority of India (NHAI) vide Policy Circular bearing reference no. 14.33/2026 dated June 17, 2026.
The Rajmarg Pravesh Portal was introduced to facilitate a more transparent, efficient and technology-driven mechanism for processing applications relating to access permissions and utility crossings along National Highways. Prior to its launch on February 25, 2026, such applications were processed either through the erstwhile NOC Portal or through offline procedures. The Circular addresses the transition of pending applications from these legacy systems to the Rajmarg Pravesh Portal.
To establish a unified processing framework, the Circular requires all pending Access Permission and RoW applications to be migrated to the Rajmarg Pravesh Portal, which has been configured to facilitate the onboarding of applications originally submitted through the earlier NOC Portal.
With effect from June 15, 2026, applications for Access Permission and RoW permission shall no longer be processed through the erstwhile NOC Portal or through offline mode. Existing applicants may retrieve their applications on the Rajmarg Pravesh Portal using the previously allotted application number, while applications that cannot be retrieved or do not possess a reference number are required to be onboarded in accordance with the procedure prescribed for offline applications. Upon successful migration, the status of the application on the earlier system shall be restored on the portal, subject to the applicant furnishing any missing information or documentation.
The Circular further mandates that all subsequent activities relating to migrated applications shall be undertaken exclusively through the Rajmarg Pravesh Portal. These include document verification, joint inspections, issuance and extension of provisional NOCs, execution of licence deeds, issuance of final NOCs, and renewal of licence deeds or NOCs.
The Circular also prescribes timelines for migration, requiring applications currently under process to be migrated by July 2026 and applications pending renewal to be migrated by August 2026. The Circular also establishes a support mechanism to address technical issues encountered during migration.
