NHAI Mandates Real-Time Updating of Debarment and Blacklisting Records

The National Highways Authority of India (NHAI), vide Policy Circular No. 16.17/2026 dated August 8, 2026 (the “Circular”), has introduced a streamlined mechanism for maintaining and updating the lists of debarred, blacklisted and non-performing concessionaires, contractors, consultants and individuals. The Circular supersedes the earlier Policy Guidelines Nos. 16.8/2017 dated December 22, 2017, 16.10/2019 dated April 3, 2019, and 10.2.19/2019 dated August 5, 2019, and seeks to establish the Data Lake Portal as the single source of information for verification and decision-making in relation to such entities and individuals.

The Circular provides that a dynamically updated dashboard on the Data Lake Portal, linked to the NHAI website, shall maintain searchable and real-time information relating to debarment, blacklisting and non-performance. This is intended to facilitate timely verification by concerned officers and prevent reliance on outdated or inconsistent records.

To ensure effective implementation, all General Managers (GMs) and Project Directors (PDs) are required to undertake the following:

• verify the name(s) of an individual or agency against the existing debarment/blacklisting records available on the dashboard; and
• Immediately update the relevant details on the Data Lake Portal where an agency or individual has been debarred or blacklisted.

The Circular also mandates updating of the status where a debarment or blacklisting has been prematurely revoked so that the dashboard accurately reflects the current status of the concerned agency or individual. The concerned GM/PD is required to ensure that the requisite information within their jurisdiction remains updated.

The Circular places specific responsibility on NHAI officers for maintaining the accuracy of the database. Any concerned NHAI officer who fails to undertake the prescribed activities shall be held personally responsible for the resulting lapses, information gaps and consequential fallout. Further, pursuant to the directions of the Executive Committee (EC) in its meeting dated July 2, 2026, all debarment-related files, after approval by the Competent Authority, are required to be routed through the Rating Cell before being forwarded to the concerned Technical Division, to facilitate timely uploading of debarment notices on the Data Lake Portal.

The Circular marks a shift towards a centralised and continuously updated system for managing debarment and blacklisting information within NHAI. By making the Data Lake Portal the single source for such information and assigning clear responsibility for timely updates, NHAI seeks to strengthen transparency and efficiency in the verification and decision-making process relating to contractors, concessionaires, consultants and individuals.
