Govt Notifies Rules for End-of-Life Vehicle Scrappage

The government has notified new rules for the scrappage of end-of-life vehicles, which will come into effect on April 1, 2025. These vehicles refer to those that are no longer validly registered or are self-declared as waste vehicles due to specified circumstances, etc.

The Environment Protection (End-of-Life Vehicles) Rules, 2025, delineate the responsibilities of the stakeholders involved. Producers will be required to register with the Central Board through the soon-to-be-established centralised online portal. The registration application has to be in the format prescribed under the Schedule to the rules. They also have to fulfil Extended Producer Responsibility obligations and file annual returns. Here, the term ‘Extended Producer Responsibility’ means the responsibility of a producer for scrapping of the end-of-life vehicle in an environmentally sound manner.

Registered owners must ensure that their vehicles undergo testing in accordance with the relevant provisions. Additionally, no person can keep in possession any end-of-life vehicle for more than 180 days. The vehicle has to be deposited at any of the producer’s designated sales outlets, designated collection centres or registered vehicle scrapping facilities.

To ensure effective implementation of these rules, a committee may be constituted by the Central Government.
