NHAI Takes Action Against Irregularities in Toll Collection

In a landmark move to uphold transparency and accountability in toll fee collection, the National Highways Authority of India (NHAI) has taken decisive action against 14 toll collection agencies for irregular practices. Announced through a press release on March 20, 2025, this crackdown underscores NHAI’s commitment to maintaining fairness and efficiency in national highway toll operations.

A thorough investigation revealed widespread irregularities in toll collection, including instances where vehicles were charged fees without actually traveling on a National Highway or Expressway. This occurred when toll agencies manually entered incorrect Vehicle Registration Numbers (VRN) or when FASTag readers registered multiple charges for the same vehicle.

The issue was first exposed following an inquiry conducted by the Uttar Pradesh Special Task Force (UP STF) at the Atraila Shiv Ghulam Toll Plaza in Mirzapur district. The investigation uncovered significant discrepancies, prompting the filing of a First Information Report (FIR) against those involved. NHAI swiftly took corrective measures to ensure the integrity of the toll collection system.

To address these violations, NHAI issued show cause notices to the implicated agencies, including AK Construction, Alok Buildtech Pvt Ltd, RK Jain Infra Projects, SPC Infrastructure Pvt Ltd, and Westwell Iron & Steel Pvt Ltd. Upon reviewing their responses, NHAI found them unsatisfactory, indicating non-compliance with contractual obligations.

As a result, NHAI has debarred these agencies for two years, barring them from participating in toll operations during this period.

To prevent disruption to highway users, NHAI is actively overseeing the transition of toll plazas from the defaulting agencies to newly appointed agencies.

Beyond the debarment, NHAI has also imposed financial penalties on the defaulters. Over ₹100 crores in performance securities deposited by these agencies have been forfeited, serving as a strong deterrent against future misconduct.

This enforcement action sends a clear message: NHAI remains steadfast in its mission to ensure fair toll collection and uphold public trust. As India continues to expand its road infrastructure, strict enforcement of ethical toll practices will play a crucial role in maintaining efficiency and transparency in highway management.
