Revision of Model Concession Agreement Framework for MML Parks on the Anvil

NITI Aayog is working closely with the Ministry of Road Transport and Highways (MoRTH) and National Highways Logistics Management Limited (NHLML) on the revision and updation of the Model Concession Agreement (MCA) applicable to Multi-Modal Logistics Parks (MMLPs). The initiative is aimed at revising the concession framework governing implementation of MMLP projects across India.

According to NITI Aayog’s Annual Report 2025–26, the proposed revisions are intended to improve the “biddability,” “viability,” and “bankability” of MMLP projects. The exercise assumes significance in the context of the Government’s continued focus on logistics infrastructure and multimodal connectivity.

The Annual Report records NITI Aayog’s engagement with MoRTH and NHLML in relation to the revision of the MCA. However, the revised MCA has not yet been released and the specific contractual modifications proposed under the updated framework have not been publicly disclosed.

In addition to logistics infrastructure, NITI Aayog has also worked with the Ministry of Railways on the appraisal of project structures, bid documents and concession agreements relating to the redevelopment and operation of railway stations, including proposed redevelopment projects at Vijayawada. The projects reportedly contemplate redevelopment of existing railway infrastructure together with commercial utilisation of associated land parcels.

Further, NITI Aayog has collaborated with the Ministry of Youth Affairs and Sports for development of a proposed PPP concession framework for integrated sports stadium projects on a Design-Build-Finance-Operate-Transfer (DBFOT) basis. The framework is intended to facilitate private sector participation in the development of multi-use sports infrastructure aligned with international standards.

These initiatives reflect NITI Aayog’s continued engagement in the development, appraisal and standardisation of public-private partnership frameworks across multiple infrastructure sectors, including logistics, transportation and sports infrastructure.
