Strong Infrastructure Push in Tamil Nadu State Budget

Tamil Nadu’s Finance Minister, Mr. Thangam Thennarasu, presented the State Budget for 2025 on March 14, outlining a ₹4.39 lakh crore financial plan that balances social welfare and infrastructure expansion. The budget places a strong emphasis on education, archaeology, and urban and rural development, while also introducing measures to enhance economic security for women.

Key allocations from the budget include ₹34,396 crore for urban development, ₹29,465 crore for rural development, ₹21,178 crore for the energy sector, ₹20,722 crore for highways, and ₹12,965 crore for transport, reflecting a commitment to balanced growth across key sectors.

Key Features of the Budget:

  1. Solid Waste Management & Energy Generation: A ₹3,450 crore project at Kodungaiyur will include a Bio-CNG plant, composting facility, Automatic Material Recovery Facility, and a 21 MW waste-to-energy plant.
  2. Water Supply & Urban Expansion: Chennai will see the development of a ‘Ring Main Pipeline Project’ to ensure equitable water supply. A new city spanning over 2,000 acres will be developed near Chennai, with TIDCO leading the first phase of the ‘Global City’ project, promising world-class infrastructure.
  3. Technology & Business Hubs: A ₹400 crore Tidel Park will be set up in Hosur, with a mini-Tidel Park in Virudhunagar, generating 6,600 jobs.
  4. Transportation & Aviation Expansion: A new airport will be developed in the Rameshwaram area of Ramanathapuram district. Pumped Storage Projects will be developed in Vellimalai and Aliyar through the Public Private Partnership (PPP) model, with a total investment of ₹11,721 crore.
  5. Metro & Ropeway Studies: The Chennai Metro Rail Corporation will conduct feasibility studies for high-altitude transport systems, such as ropeways, in Mamallapuram, Udhagamandalam, and Kodaikanal.
  6. Elevated Expressways & Bypass Projects: An elevated expressway from Thiruvanmiyur to Uthandi will be built at a cost of ₹2,100 crore. 14 new bypass projects will be initiated this year, with an allocation of ₹1,713 crore.
  7. Roadside Infrastructure: Ten selected state highways will feature upgraded roadside facilities, including electric vehicle (EV) charging stations, medical assistance, and shopping malls.
  8. Eco Park and Biodiversity Projects: A 52-acre eco park will be established in Udhagamandalam at a cost of ₹70 crore and a 1,000-hectare biodiversity park will be developed in Melchengam to protect endangered species.

The 2025 Tamil Nadu Budget reflects the state’s commitment to economic growth, technological advancement, and sustainable development, while keeping social welfare at its core. With large-scale infrastructure projects, environmental initiatives, and business-friendly policies, the state aims to build a resilient, inclusive, and future-ready economy.
