Gujarat Highlights Policy Framework to Drive Green Hydrogen Investments

Gujarat has reaffirmed its commitment to developing a robust green hydrogen ecosystem by highlighting its integrated policy framework and favourable investment environment for the sector. At the 2nd Bharat Green Hydrogen Summit 2026, the State outlined the measures undertaken to facilitate investments in green hydrogen manufacturing, processing and allied infrastructure through a combination of its Industrial Policy, Green Hydrogen Policy and Renewable Energy (RE) Policy.

The State also emphasised its geographical advantages, including an extensive coastline and abundant solar resources, which provide favourable conditions for the development of the green hydrogen value chain. These natural advantages, coupled with the existing policy framework, are expected to support the establishment of production facilities, associated infrastructure and downstream industries.

The policy focus extends beyond renewable energy generation to promoting the adoption of green hydrogen as a clean fuel across energy-intensive industries. The objective is to encourage industrial decarbonisation while strengthening domestic capabilities across the hydrogen ecosystem, including manufacturing, storage and utilisation.

An important aspect of this strategy is the development of indigenous manufacturing capacity for critical green hydrogen technologies. In this regard, the commissioning of Larsen & Toubro’s 1 MW electrolyser at its Hazira facility with plans to expand to the capacity of the electrolysed stack to 4 MW in the next phase, marks a significant milestone in domestic electrolyser manufacturing, which is expected to support the scaling-up of green hydrogen production in India.

Gujarat’s integrated policy approach reflects the increasing role of State-level policy interventions in facilitating investments in emerging clean energy technologies. The coordinated emphasis on industrial policy, renewable energy, infrastructure development and localisation of critical technologies is expected to strengthen investor confidence and contribute to India’s broader objective of establishing a competitive green hydrogen economy.
